An index and a file are not the same thing. A portal may show a name, parcel, docket, or document number while an image remains fee-gated or partly private. Sealed and expunged cases, juvenile matters, recent adoption files, protected voter fields, and motor-vehicle personal data do not become open because a related entry appears online.


Holladay GRAMA Access Boundaries

Utah's Government Records Access and Management Act, known as GRAMA, places records into public, private, controlled, and protected classes. Under Utah Code Title 63G, Chapter 2, anyone may inspect a public record during normal working hours without an inspection fee. That right does not force an office to release each item in its files.

Private records can include personal identifiers and protected voter details. Controlled records include some medical or psychological information. Protected records cover listed security, investigative, procurement, commercial, and deliberative material. Courts follow separate access rules, while recent vital certificates have their own eligibility law. A custodian may redact closed parts and release the rest when the portions can be separated.

The Salt Lake County Clerk is the marriage-license keeper, not the general court clerk. Its Marriage Division is at 2001 S. State St., Suite S2-200, with phone service at 385-468-7300. County Archives uses appointments rather than walk-in access and warns that heavy request volume can produce a 15-business-day wait.

The screen reflects the tiered model. It does not establish a verified first year for the electronic index, so older coverage should be confirmed with Data Services. When a document is known, the Recorder copy-request form takes the document and requester details, a certified-copy choice, and optional comments.

If book and page are unknown, use comments for the abstract-book page and line, party names, date, document type, and other identifying facts. Staff notify the requester when pickup is ready, but the office promises no fixed turnaround.


Holladay Property Record Links

Property data comes from several linked keepers. Start with the free Assessor name, address, or parcel query. An owner search needs at least three letters and uses the format Last, First. Address fields may be combined, and the Parcel ID field accepts the first 10 digits with optional final encumbrance digits. The resulting parcel ID can then connect the other systems.

The county Parcel Viewer accepts an address or 14-digit parcel ID and can query owner, parcel, property type, or tax district. It adds boundaries, imagery, parcel details, a printable PDF, and selected-record export. The Treasurer supplies the current tax account and notice route. Archives adds appraisal cards, building photos, permits, ledgers, and land-title certificates.

Best handoff: owner name to Assessor, parcel ID to Recorder, then the recorded instrument to Archives when the digital chain ends. A deed proves ownership transfer, not who lived at the site. The public Assessor field dictionary also does not confirm an owner mailing-address field, so do not assume the situs address is a current home address.

District-court electronic public documents filed since July 1, 2010 can be bought through Xchange, while older court coverage varies.

Insider tip. Public terminals at most district courthouses are free. They can avoid an Xchange account charge when a full docket or actual-file request is the goal.

Online pricing sources conflict on whether a single live search costs $0.20 or $0.35, so rely on checkout. A guest session begins with $10 credit; documents are $1 each. The clerk is the fallback for a public file, and the judiciary usually answers a court-record request within 10 business days under its own rules.

A historical index hit does not grant access to a recent certified certificate. Utah birth records become public after 100 years, deaths after 50 years, and marriage or divorce records after 75 years under Utah Code ยง26B-8-125. The separate forms matter because each asks for event details, requester identity, relationship, signature, payment, and acceptable ID. As of July 2026, the state also reports an online and mail queue of roughly six weeks.


Holladay Custody Record Channels

County jail data and state correctional data belong to different systems. The Salt Lake County Sheriff's route includes Find a Prisoner and current jail dockets or rosters. Its live form was script-gated during research, so field labels should not be guessed. Call the jail at 385-468-8400 when the locator fails. The state tool is not a complete criminal-history search, and the county jail dashboard is not a roster. The dashboard reports aggregate conditions while intentionally excluding facts that could identify a person. For an incident report or another sheriff file not posted online, use the Salt Lake County GRAMA route with the person, date, place, case number, and requested format.

Holladay's consolidated fee schedule charges $0.15 per paper page, $2 for certification, actual postage, and $15 for a tape or CD copy of official council or planning-commission records. GRAMA permits reasonable actual-cost charges. The first quarter-hour of staff time is generally free, and prepayment may be required when estimated fees exceed $50. Ask for an estimate, a native electronic file, or inspection before ordering copies. Fee schedules can change, so confirm the adopted rate when cost matters.

A written GRAMA request goes to the government entity that retains the record. The normal response limit is 10 business days. It drops to five business days only when the requester shows that faster release benefits the public, rather than merely serving a private interest. An office may invoke an extraordinary circumstance, but it must identify that circumstance and provide a compliant availability date.

The answer can grant access, deny access with an explanation, say the entity does not keep the record and identify a likely keeper if known, or set a new date under the statute. Missing the deadline counts as a denial. A denial should name the withheld record or portion, its classification, the legal basis, and the available appeal path.

An appeal ordinarily reaches the entity's chief administrative officer within 30 days. If the denial stands, review may continue through the Government Records Office, ombudsman mediation, or district court as the applicable GRAMA provisions allow. A focused appeal should address the stated classification and why segregable public portions can be released.

Use the record-series title, date range, exact or variant subject name, address, and any case, parcel, or document number. Ask for the format already kept by the office.

  2. Check the official index. Save the query, date range, result number, and any no-match or error text before requesting staff research.

Older Holladay evidence often sits outside current search screens. Salt Lake County Archives holds county series from 1852 to the present, including territorial ledgers, property appraisal cards and photos, permits, tax ledgers, land-title certificates, and historic marriage or vital material. Pre-1940 Salt Lake County marriages are an archive route, and land-title certificates can document possession back into the 1850s.

Utah State Archives receives older state and court series according to retention schedules. Public birth, death, marriage, and divorce material shifts there after the statutory closure period, while court files more than 50 years old may also have transferred. Search the catalog by agency and series, then cite the series number when contacting staff.

The archive screen is a discovery route, not proof that every item is digitized or open. When a portal ends, note the agency, record series, date, former parcel or precinct geography, and known identifiers before asking for onsite, microfilm, or copy access. Holladay did not incorporate until 1999, and later annexations added land in 2002 and 2015. A modern address may therefore point to an older Salt Lake County permit or record series. Postal labels also cross legal boundaries, so verify the parcel in county GIS before assuming the city created the file.
